William Howell is associate professor, the Harris School of Public Policy Studies. He is the co-author (with Jon Pevehouse) of While Dangers Gather: Congressional Checks on Presidential War Powers. Mr. Howell will show that despite the power of the president, Congress does have an impact, albeit subtle, on the decision to go to war.
